Medical Wholesale License

The Indian pharmaceutical industry happens to be among the fastest-growing businesses today; hence, it offers plenty of opportunities for anyone wishing to venture into the healthcare industry. In case you wish to start up a pharmacy shop or be a distributor of drugs, then getting a wholesaler medicine license becomes very necessary, since without this license, no one is allowed to trade drugs in India.

In case one intends to embark on starting a medicine business, knowing about the retail pharmacy licence procedure will be very important. This is because most businesses that deal with the sale of medicines will need either a pharmacy licence or a drug license.

What is a Medical wholesale license?

A medical wholesale license refers to a form of legal permission that the Drug Control Department issues under the Drugs and Cosmetics Act of 1940, enabling business firms to trade medicine in large quantities to pharmacists, hospitals, clinics, and other medical centres. A wholesale medicine licence differs from a retail pharmacy license in that a retail pharmacy license enables medicine sales directly to customers, while a wholesale license helps in distributing the medicine. Government regulation is crucial for such licenses because the government must regulate their operations carefully.

Difference Between Retail and Wholesale Drug License

A lot of people tend to get confused between retail pharmacy licensing and wholesale licensing. But the truth is that both licenses are used for different reasons.
The licensing of retail pharmacy occurs when medicines are being retailed directly to consumers using the pharmacy or medical shop.
Wholesale licensing, on the other hand, refers to selling medicines in large volumes to retailers and health facilities.
When running a business that involves retailing and wholesaling at once, both retail pharmacy licensing and wholesale licensing might be needed.

Retail Pharmacy License Requirements

Prior to making an application for a license, one needs to know about the basic prerequisites for a retail pharmacy license and a wholesale qualification. As a rule, the Drug Control Department considers the following:

  • The minimum area requirement for the premises
  • The refrigerator and the proper storage facilities for medicines
  • The appointment of a registered pharmacist or any other competent individual
  • Proper identity and proof of residence
  • Proof of rental/ownership of the premises
  • Qualification certificates and work experience
  • GST registration documents

Documents Required for Wholesale Medicine Licence

The list of necessary documents that one would require to apply for a wholesale license can be stated as follows:

  • Application form
  • PAN card and Aadhar card
  • Premise document
  • Plan and site layout
  • Competent person qualification
  • Experience certificate
  • Affidavit/declaration documents
  • Appointment letter
  • GST certificate

These documents may differ in a small way depending on which state you are applying for a wholesale license in.

Steps to Apply For A Wholesale Medical License

There are several steps for applying for a wholesale medical license in India. Most states now provide licence registration online. Follow these steps :

Step 1: Registration on the State Drug Control Portal

One needs to visit the official State Drug Control Department or CDSCO online portal (as applicable) and register by providing basic business and applicant details.

Step 2: Fill the Online Application Form

You need to log in to the online portal and fill out the online application form for a Medical shop Licence with the following details:

  • Applicant details
  • Business constitution
  • Premises address
  • Drug categories to be dealt with

Make sure that all the details provided in the form are consistent with the supporting documents.

Step 3: Upload Required Documents

Required documents to upload are:

  • Proof of identity and residence for the applicant
  • Proof of ownership/rental agreement for premises
  • Plan and site layout of the premises
  • Certificate(s) of competence for the competent person
  • Affidavit and undertaking as applicable

Step 4: Payment of Government Fees Online

The applicant needs to pay the relevant Medical shop Licence registration fees through the online payment gateway available at the portal. The fee depends upon the type of licence as well as the State.

Step 5: Inspection by a Drug Inspector

Once the application form and other documents have been submitted, an inspection might be performed by a Drug Inspector to ensure whether or not the requirements regarding storage, manpower, etc., are fulfilled.

Step 6: Licensing and Granting of the Permit

Upon completing the inspection process successfully, the application is accepted, and the Medical Shop Licence Certificate is issued online.

Step 7: Download Medical Shop Licence

The license, when granted, can then be downloaded online and must be placed at the place of business.
